Message purpose. Obviously you need a dial indicator rigidly mounted to read variation in rim rotation as the wheel is spun. The two tire places that I went to had some pretty sophisticated balancing equipment on which a wheel can be spun, but no precise way to measure runout. They just eyeball it and guess about how much is too much.

Since this is a spec that appears in the FSM, maybe dealerships can do it. Afterall runout is a concern in brake rotors as well.
